Any firm, person, or corporation that is engaged in the operation of breeding and raising cats and that produces more than three litters of kittens or transfers more than 24 cats per month period. Any firm, person, or corporation, whether on a permanent or temporary basis that uses pet animals exclusively for commercial exhibition, recreation or sporting purposes. Any firm, person, or corporation engaged in the operation of breeding and raising dogs and that produces more than two litters of puppies or transfers more than 24 dogs per month period.

For some time, pacfa, the federal government was keen to see the establishment of a unified register which would not only progress the recognition of counsellors and psychotherapists, but also provide a single, searchable platform pacfa members of the general public to utilise.

Beginning November 1, , as a condition for licensure all new applicants will be required to take the 4 Module Qualifying Education Course and current PACFA licensees will be required to take a continuing education course once every two years.
