Roku remote no power button

I just got the roku premiere and the remote does not have a power button or volume controls. I can turn it on using star key but can't turn it off.

I tried power off roku, remove batteries, replace with new batteries, pair remote button. It goes through pairing and at first I could move about 4 times with direction button before freeze. Upon doing the complete above procedure 4 times.. I only say that because it's making the home screen sound. No arrows, voice control, quick start Netflix, Hulu, sling, or vudu buttons working.
