Basically, at the cost of battling speed while the item is equipped, you can EV train twice as fast as usual. For example, rather than defeating Zubat for Speed for example, you only need to beat up of them. Note that the speed reduction is only while you are holding the item. If you have the option to get the Power Items though, I'd recommend getting those instead. While the Macho Brace doubles any EVs you get, a Power Item adds 4 of whatever stat they correspond to, so if you were battling a Pokemon that gave a certain type of EV with the correct Power Item on, you would get at least 5 EVs per battle. The Macho Brace is the definitive power item to train Pokemon as it doubles the EVs effort values gained from defeating Pokemon. At the time, I was pretty young in my Pokemon adventure and only gave it a passing glance as I dived into the competitive scene and post-game content of the Pokemon games, notably in gen IV. Like any UFC fighter or Boxer, Pokemon have to go through vigorous training if they want to make it to the top.

You're going to want to breed all those for max IVs, beneficial natures and egg moves if you want to get into competitive battling anyway so yeah, don't worry about that just yet.
