Take apart lamps, tvs, radios, clocks, watches, etc to train the skill. Most houses have tvs, you first need to pick them up, then when its in your inventory you can disassemble. You will need lvl 1 electrical with lvl 2 mechanics to hotwire cars. Lvl 3 electrical to move a clothes washer to clean clothes at your base. Getting it any higher may be a waste of time.
