They have similar personalities where they are both heartless and dont care if they kill their captain or crewmates. It mentioned that rocks were a band of crew mates that killed each other. They know too much ex. Oda mentions there is a lurking legend and funny enough, teach is on the move for something. It would be pretty akward if Xebec just showed up out of nowhere. People are talking about the homecoming of Rocks. I feel like he will go to them and reveal himself when and if they are defeated.
