It is possible that Super Shenron is as strong as Zeno, however, it seems unlikely. There is a rule about Dragon Balls that you cannot make a wish to a dragon that exceeds it's power. That means, it can't effect something that is stronger than it is which is why Earth's Shenron could not kill Nappa and Vegeta, however, this rule could be worked around. It was seen when they tried to wish Goku to earth, that Shenron said that he couldn't because Goku didn't want to. So this means, that a Shenron CAN effect someone stronger than it is, but only if that stronger someone gives it permission. We know that the Zenos wanted them to make the selfless wish, so it is no stretch to believe that Zeno allowed it to happen. So we don't know if Zeno is stronger or not. If Zeno were weaker than Super Shenron, it would be easy to think that someone who hates Zeno could simply wish him dead if they had the Super Dragon Balls. I haven't seen the Super Dragon Ball Heroes anime, but it seems likely that it would have been easier to wish for Zeno to die as opposed to getting using the universe seed. It is possible that Super Shenron is stronger than zeno because i think it was bulma that said "these dragon balls are giant no wonder you can wish for anything" maybe you could wish for Zeno to be erased.

And bringing back someone that Zeno erased doesn't mean you're on Zeno's level. But we already know that the zeno's said it can do anything, yet and one of them erased an entire timeline and reached into another, super shenron vs zeno, why is it so bad to assume that one of the zenos could scale to the cosmology? So for now, we can just assume Zeno is above him until he shows otherwise.
