So somewhere within the game's anti cheat code, it has detected something in your PC that thinks can be used for cheats and rather than tell the user which programs they should close like other anti cheats like battleye, it just crashes the game leaving the user to figure out themselves what caused the game to crash. Then after I reloaded the game, it froze while changing cars. I'm a software developer and I do some reverse engineering in my spare time and when I have IDA or Process Hacker running in the background after working on some project, the game will ALWAYS crash until I have these programs closed because though they are not cheating programs, they can be used to make cheats or bypass certain aspects of the game. Once I see that, I can go back to my regular screen where my car is. There are several logistics that is broken with this game and steam. Go to "Windwos-Logs" and then "Programs", then search for "Fault" on level big red circle and "Application Error" on source. Also have you got a back-up version so you can reinstall previous version?
