I refused the car. Dollar agent explained such complaints are common from Rentacar. The law covering Distance Selling Regulations state they must detail all charges. Despite being wrong Rentalcars. They are clearly mis-selling and operate sharp practice. Others similarly affected should complain as I to the credit card company in the hopes they will withdraw their contract.
