After the player completes the first three wings of the adventure and retrieves all three pieces of the Staff of Origination , a powerful Titan artifact, Rafaam appears and steals the Staff, using it to wreak havoc in the Hall of Explorers by animating the exhibits and stealing as many artifacts as possible.

He first encountered League of Explorers while he was trying to steal the Staff of Origination from them. After his defeat in the hands of League of Explorers, Rafaam gathered a group villains from other Hearthstone expansions and formed League of E. Little is known about the villainous Arch-Thief Rafaam. Rafaam can be seen in the trailer of One Night in Karazhan , stealing tomes from the shelves. Rafaam is featured in a flashback, he gave King Togwaggle his lantern-crown, resulting in him declaring himself the king of kobolds. Boom , King Togwaggle and Madame Lazul.

Because he doesn't have a custom model, I don't see him getting a lot of story time. There are planned time travel scenarios, so maybe he will appear in one of them? I feel like Blizzard has been allergic to making beefy characters.
