The Melbourne Metro rail project involves the construction of a 9km-long tunnel within Melbourne, Australia, connecting the Sunbury and Dandenong railway routes. It was noted in the Minister's 'Reasons for Order' that the treatment of proposed enabling works under the Environment Effects Act would be considered when there was sufficient information regarding the potential for these works to have or to be capable of having a significant effect on the environment. The Amending Order excludes specific 'enabling works' from the EES process because the Minister is satisfied that the works would not have a significant effect on the environment.
