There is no item to summon the martian madness event, but after you defeat the golem, a floating drone will appear in your world acationally, it will have a green dome and sway a little bit, if you get near it the martian madness event will be triggered shortly after. I believe the drone mainly spawns around the surface away from your NPCs. Just roam around across the surface of your map and you should find one after a while. Or, if you do something like farming, you'll get one even though you don't want one!
