Even though it hasn't been explicitly confirmed at least, I don't think it has XDa character who looks suspiciously like Light Yagami appears in Episode 11 of Death Parade.

The unnamed man was briefly shown to Mayu by Ginti when he asked her to choose between him or Harada to be sent to the void. Mayu couldn't choose, resulting in Ginti sending her and Harada to the void together.

Furthermore, having Light appear makes sense in terms of both anime's narratives. When it comes to the fate of this stranger, Mayu is indecisive, so she and Harada go into the void together. In addition, Heaven and Hell do not exist in either anime, and the character Light Yagami does die in Death Note, making it only practical that he would be sent to Viginti after his death.
