The Equalist movement that provided much of the first season's conflict fell to the wayside as the series continued, and along with it fell the second-in-command who could one day become their perfect leader: The Lieutenant. Governed by the United Republic Council that included in its membership a bender representative of every nation, at the time there was no voice to represent the citizens who could not wield the elements to their whim. That's where Amon stepped forward, rousing the rabble that became known as the Equalist Movement. Promising a new day forged from an anti-bending revolution, Amon told an all-too familiar story of how his own family were struck down by firebenders. Sharing much the same tragedy, the industrialist Hiroshi Sato pioneered technological innovations that empowered nonbenders with weapons to contend at last with their bending oppressors. And overlooking all of it from Amon's side was his trusted henchman-in-charge, the Lieutenant. Of course, the revolution Amon promised did not really end up panning out. The movement died at its head with the discovery that Amon was in truth a bender himself, a sinister bloodbender lying about his past and manipulating the sentiments of the city for his own gain. With Amon defeated, Hiroshi Sato imprisoned and political advancements made in the form of the democratically elected President Raiko, it seemed that the world of Avatar heard the last of the Equalists and the Lieutenant along with them. While a nonbending political leader free from tethers to any of the Four Nations was certainly an advancement, it goes without saying that the most radical political factions could hardly be appeased with the status quo so barely changed. If anything, the revelation that Amon was actually a bender taking advantage of them should have stoked the flames of revolution all the more.

When the three escaped on Naga, he alerted several Equalist members to go after them, just before Amon halted them, stating that the Avatar would be a perfect messenger to spread the word of his power. Later, Amon warned the citizens of Republic City that he would shut down the pro-bending arena unless they comply with his message and canceled the championship tournament. However, when Chief Lin Beifong offered to provide the arena with extra security, the Lieutenant warned Amon of the Council's decision to continue the tournament as planned, giving Amon the upper-hand. Lieutenant was among the Equalists that managed to infiltrate the pro-bending arena.
