He is the illegitimate son of Joseph Joestar and Tomoko Higashikata. He also appears as one of the main protagonists in the spin-off manga Crazy Diamond's Demonic Heartbreak and the light novel Crazy Heartbreakers, jojo higashikata.
Norisuke is currently the head of the Higashikata family three generations after Norisuke Higashikata I and owner of the Higashikata Fruit Company. In hopes to help his beloved family find a cure for the Rock Disease , he adopts Josuke Higashikata and tries to help him recover his past. Norisuke is a Stand User and can track specific smells through his King Nothing. Norisuke is a post-middle-aged man of average to above-average height and average build. He has light, shoulder-length hair with spheres along its length in increasing size, and stubble or a light beard. He wears a tan puffer vest with a light turtleneck jumper, light pants, and a belt with a buckle in the shape of a heart. Norisuke first gives the impression of being a laid-back and cheerful old man.

Usually intertwined with the Joestar Family , its members are often involved with the protagonist of the part they feature in. Unlike the Joestars, the Higashikata family exclusively resides in the town of Morioh. The Higashikata family is first seen in Diamond is Unbreakable and consists of three family members. They reside in the suburb of Morioh in a detached house and seem to be middle-class. Josuke , being the illegitimate son of Joseph Joestar , is the only member to have a Stand. Tomoko and Ryohei meanwhile have no supernatural abilities. At some point in time the Higashikata family buys a reef on the coast of Morioh, where the town's abalones reside. After the race, he started a successful fruit selling business in the Higashikata Fruit Company , eventually making the family a respected wealthy part of Morioh's community. They also all reside within the Higashikata House in the middle of a large estate of garden and orchards, the soil of which presents the supernatural property of being able to mix buried bodies' characteristics. However, one of the strangest things about them is that the family is cursed with the Rock Disease , which changes each generation's eldest son into rock. This curse has afflicted the family for an undisclosed amount of time. Due to this the Higashikata follow several traditions to counter this curse. The eldest son most notably has to cross-dress in an attempt to ward off the curse, and they previously had to make the second son or anyone marrying the eldest daughter the new head of the family. However, since Norisuke IV's time, the family has had an unofficial trend of having a parent sacrifice themselves for the child by performing a transfer of the curse, a tradition which Kaato Higashikata broke. This Higashikata family follows a tradition wherein the eldest son of each generation changes his birth name to " Norisuke ", likely when the previous Norisuke passes away, as seen in the case where Jobin Higashikata has not yet taken up the name "Norisuke V".
Ultimately though, as his father Jobin is made to appear to be the ultimate Big Bad of Part 8, Tsurugi is pretty willingly acting as his lackey, jojo higashikata, taking his side in the conflict against both the Rock Humans and Josuke out of his own fear of the Rock Disease and the New Locacaca being a cure.
