So I've been seeing a lot of 'level 4 vendor' and things like that thrown around and I don't quite understand whats going on. So these leveled vendors are ones that you just find out and about wherever, that stock legendary gear? Like any of the 3 vendors against the back wall in diamond city? Or does this specifically refer to settlers that you can recruit to your settlements, and assign to shops that can end up selling random legendaries and generate more caps than regular settlers? Thanks in advance, good to know I can always count on these boards for good info. How the hell do I do the carpet placing glitch thing when building???

Expert merchants are special characters who can be recruited for a settlement to man each type of store. Every merchant requires a level 3 store and some of them won't offer their services unless the settlement has a large enough population.
