The fusion cores power them, they are just generators, however as you see in most cases they are simply connected to lights. Ideally yes you should possibly notice a bit more of a reaction to removing a generators power core, but they simply left it to a few lights. There is no way to recharge them, at least in the native game. Fusion cores cannot be recharged at least in the vanilla game and I've not seen a mod for it. If you wait until they are automatically replaced when depleted the empty fusion cores just vanish. The almost spent fusion cores can then be sold to a vendor for around caps. In my RPG mind this is kind of recycling. Yes it would make sense to have the building power down when you remove the fusion core. Also if you power a settlement with a fusion core power plant the fusion core lasts forever as far as I know. Pretty sure there's a mod out there that recharges fusion cores. Or if there isn't any, just submit a mod request, pretty sure a modder will make one. The Fusion Core has a set amount of material that Fuse's into a different [often inert] material. Those Fusion generators you pull cores from are powered by the FC and the rest of the machien is a step up transformer that increases the power output to higher voltage. Well I've been thinking about where to get fusion cores across the commonwealth. Besides finding them randomly is there anyway to craft them? Not to my knowledge, but they're common late game among traders. You can find a finite amount of them around the Commonwealth but you can buy infinite amounts of them. Have to buy them to get anywhere with them. Some ammo crates -do- spawn them though.
