The venue opened in , as the Scioto Downs track, and became Ohio's first racino with the addition of video lottery terminals VLTs on June 1, The track was annexed by Columbus from Hamilton Township in The casino is , square feet 10, m 2 , with over 2, VLTs. Eldorado Scioto Downs is open 24 hours a day, days a year. In addition to the VLT gaming facility, Scioto Downs includes a year-round horse racing simulcast room and live harness racing from May to September.

Gone is the iconic grandstand that was condemned in In , Charlie Hill acted on his dream to build a state-of-the art track to replace the aged Hilliard Raceway, the site of the current Franklin County Fairgrounds. A cold, wet winter caused construction delays, pushing the inaugural Scioto Downs opening to the fall. Construction of the new grandstand took nearly one year to be completed. Also, in a twist of fate, concrete from the original grandstand was crushed down and was used as backfill for the new plant.
