The New South Wales government has overruled North Sydney Council, allowing a Crows Nest mixed-use tower to rise 18 storeys in an area currently gazetted for heights of up to 10 metres. At 18 storeys, the concept design will be about 60m higher, or crows nest rezoning times, than what is currently allowed. A planning proposal for the development on the single lot of sq m was first lodged with the council in Decemberand called for four levels of basement parking, crows nest rezoning, beneath a three-level retail and commercial glaminatrix with 42 two and three-bedroom apartments in 14 upper residential floors. Online documents show the owner and developer of the site is Galifrey Property Pty Ltd—one of the arms of long-time Sydney property developer Barrie Nesbitt.

The plan will potentially transform the area around Hornsby station, which is surrounded by established detached homes, though the area next to the station is zoned commercial and mixed use. Hornsby Mayor Philip Ruddock said the best way forward for Hornsby was to develop a central business district around the station. In December , the State Government released proposed changes to planning legislation that would override Council limitations on the type of development allowed in its suburbs and around local centres. These changes have the potential to transform the character of local streets, increasing the number of duplexes and terraces in our suburbs and increasing the scale of residential flat buildings located around local centres and stations. While Council supports and encourages strategically located growth to deliver sufficient and diverse housing for its growing community, the proposed changes do not strategically locate capacity for growth and will potentially result in overdevelopment. Council is also concerned that the proposal will reduce the quality of development outcomes; the proposal includes various non-refusal standards that will override stricter Council controls.
