The Dark Brotherhood is one of the creepiest questlines in Skyrim and is arguably the darkest guild the Dragonborn can associate within the entire game, so the presence of a jester doesn't make a lot of sense at first. But, despite his annoying personality, Cicero steals the show in the Dark Brotherhood storyline. Skyrim has a ton of lore that helps shape the world, as anyone familiar with the game will know. However, Skyrim does a great job of making sure that all the primary characters have fully developed backstories as well.
