The Australian Council for Educational Research ACER is an independent, not-for-profit research organisation that has been supporting the transformation of the education sector for more than 90 years. Our mission is to create and promote research-based knowledge, products and services that can be used to improve learning across the life span. An international leader in educational research, ACER specialises in collecting and interpreting information to shape strategic decision-making, from the early years to post-compulsory education. ACER develops and manages a range of testing and assessment services and conducts research and analysis in the education sector. By the end of the s ACER's total staff had expanded to five. ACER was established with a grant from the Carnegie Corporation of New York , a foundation itself established "to promote the advancement and diffusion of knowledge and understanding". Although the Carnegie grants were to benefit the people of the United States, a small percentage of the funds could be used for the same purpose in countries that were or had been members of the British Commonwealth. The grant to establish ACER was made following a visit to Australia by American James Russell on behalf of the Carnegie Corporation to assess the state of education in Australia and investigate appropriate means of assistance. The official title 'Australian Educational Research Council' was first selected, but then changed at the first council meeting held in to Australian Council for Educational Research, which has not changed again since. ACER is an independent, not-for-profit organisation funded through contract work, fees for services and product sales.

In the 13 years since its publication, the state of Indigenous education outcomes has remained substantially unaltered. This is after decades of continued policy efforts by successive Commonwealth, state and territory governments to ameliorate Indigenous education disadvantage. We still struggle with understanding how best to get Indigenous children to go to school, keep them in school, help them finish school and then go on to future education or employment. The section reviews the characteristics of quality teachers versus those that are demonstrably competent. Section 4 discusses teacher education and the development of quality teachers and teaching with comment on program accreditation processes and the capacity for differentiating between basic teacher competence and quality.
